PASER / IBR / TAMC / ASSET MANAGEMENT AND DATA COLLECTION
We specialize in collecting and analyzing asset management data for local municipalities. Our services include PASER for paved surfaces and IBR for unpaved surfaces, of course we are also certified to rate brick, concrete, and sealcoat surfaces. A report is provided indicating potential maintenance solutions based on the ratings collected. We collect this data in compliance with TAMC policy on federal aid (FA) eligible networks as well as non-federal aid (NFA) eligible networks, using certified raters and methods in compliance with TAMC data collection policies. Although this data is required to be submitted to TAMC, this data also provides the municipality with valuable and objective data sets to establish the current condition of their infrastructure, aid municipal officials to make informed decisions regarding resource allocation, and to establish and measure results over time.
JL Municipal Services can also collect and / or rate other types of asset management data such as culverts, pavement markings, traffic control devices, driveways (residential, commercial, agricultural) so that municipal officials, decision makers, and residents can compile and evaluate the infrastructure in place today. This also provides objective data points necessary to make budgetary and legislative decisions in making long term asset management decisions for the foreseeable future.
RIGHT-OF-WAY MANAGEMENT / SPECIAL MOVES
We can provide full service special moves and right-of-way managed permitting services for municipalities. Our flexible contract terms means we can provide these services on a temporary, permanent, or on a one off basis... often at a net zero cost to the municipality. With over 25 years of experience in right-of-way and special moves management, we have a solution that can work for your municipality.
ACT 51 MILEAGE CERTIFICATION
Public ACT51 requires that road agencies submit an annual report to the Michigan Department of Transportation. This is generally refereed to as the ACT51 Annual Mileage Certification. This can be intimidating, especially for someone with little or no experience in this field. We can process this report on your behalf. If there are no changes in your network, this will be a straightforward process. Changes in the system requiring map and mileage amendments will require additional time and costs.

PERMIT / CODE ENFORCEMENT - TRAINING
Permit agents, zoning administrators, code enforcement, and other municipal officials may have to write and / or enforce policies, procedures, and specifications that a given municipality deems necessary as a result of law or ordinance. This can be overwhelming for the uninitiated. We offer training and provide sample documentation to help get new personnel up to speed and hit the ground running. Whether it’s on premises, one on one training, or a “phone a friend” consulting type of arrangement, we can help.

NFA CONSTRUCTION INSPECTION
JL Municipal Services can provide construction inspection services for your municipality for NFA construction projects within road right-of-ways. Whether it’s a maintenance activity, a reconstruction, or new infrastructure, it is a significant investment for the municipality. Having an experienced inspector on site or as a coordinator to represent your municipalities interests is a cost effective solution for quality assurance of the products and services you are paying for.
